Role Statement for: Assistant Director of Finance- Budgets:
Performs professional financial and accounting work with budget and multi-year financial planning; performs directly related work as required.
Description:
The City Budget Officer (CBO) is an integral part of the executive management team and performs highly responsible professional and supervisory work in coordinating and monitoring City budgetary activities. The CBO will participate in key decisions regarding budget development, administration, economic development, capital planning, and policies affecting the overall fiscal health of the City. Work is performed under the administrative direction of the City's Director of Finance. The CBO is responsible for developing or coordinating the following:
--- Budgetary and financial information,
--- Improved uses of information technology for collecting, integrating, and reporting data.
--- Working closely with all city departments, with a focus on being supportive, the CBO will strive to fully understand operations and services offered
--- Developing a budget that meets City priorities.
The CBO must be confident, creative, approachable, and effectively delegate work to staff, as well as serve as a mentor to assigned staff and City employees. The CBO will have a collaborative "bridge building" style that is complemented by strong leadership skills.

ROLE SUCCESS PROFILE
Key Job Accountabilities:
--- Supports the Director of Finance in developing and implementing strong internal controls, Effective cost management practices and in supporting Position Control and Capital planning committees.
--- Oversees the Budget by managing the development and implementation of goals and priorities, supervising employees, establishing appropriate service, and staffing levels, assessing, and monitoring staff workload and support systems, as well as continually identifying opportunities for improvement while directing the implementation of needed changes.
--- Oversees the budget process by planning and scheduling the time frame for budget preparation, as well as supervising the distribution of all budget materials Instructs and assists City staff in compliance with established guidelines and completion of forms by meeting with various departments to review work plans and budgeting needs, as well as goals and objectives as required
--- Prepares reports of budgetary findings for administrative review by evaluating departmental proposals as to fiscal impact, as well as reviewing budget justifications and departmental needs
--- Presents the Mayor's recommended budgets to the City Council and citizens
--- Reviews department proposals requiring budget adjustments during the year
--- Develops financial forecasting techniques
--- Analyzes reports of findings on revenue and expenditures in order to monitor and advise
--- administration as to potential concerns
--- Analyzes budget and provides life-time costs on items related to collective bargaining negotiations
--- Reviews and monitors contract requirements and change requests requiring extraordinary budget adjustments
--- Prepares and monitors the City's operating and capital budgets, assists the Director of Finance with the five-year financial forecast, quarterly financial monitoring reports, and other budgetary reports
--- Serves as the official Budget representative to other City departments on behalf of the Director of Finance, regarding budget programs, policies, and activities
--- Monitors the implementation of programs and services approved for the budget, in order to report on the efficiency and effectiveness of such services and programs, through coordination with Department Directors and City Administration
--- Stays up to date on state and federal legislation, Idaho statutes, and regulations that affect municipal budgeting and the financial well-being of the City
--- Attends and participates in professional group meetings to stay abreast of new trends in the fields of management organizations and budget practices and preparations
--- Coordinates the dissemination of all budget materials for preparation, as well as the finished budget and the prior year's amended budget, to include proposed and amendment budget documents
--- Supervises employees of the Office by selecting, motivating, training, and evaluating staff

Education, Experience Level, Certification Requirements:
--- A Master's degree with major course work in public or business administration, accounting, economics, finance, or a related field.
--- Direct experience in federal, state, municipal, and/or City financial management.
--- Professional certifications, such as a Certified Public Accountant (CPA), Certified Government Finance.
--- Manager certification (CGFM), Certified Public Finance Officer (CPFO), Certified Management Accountant (CMA) or other relevant certifications in the field of financial management, accounting, auditing, or financial investigation.
--- Governmental accounting & GASB Knowledge
--- Generally accepted accounting principles and reporting requirements
--- Budget preparation, City ordinances, administrative policies and government reporting requirements principles and practices of purchasing administration and related activities financial policies and experience with rating agencies, as well as with the development of management strategies and programs and services that are consistent with policies and plans
