FLSA STATUS: Exempt POSITION TYPE: Full-Time, Benefit-Eligible DEPARTMENT: Business Office RESPONSIBLE TO: Manager II, Budget ESTIMATED CLOSING DATE: Until Filled POSITION SUMMARY This position is responsible for financial and budgetary analysis and reporting as well as assisting in review of the budget to identify ways to use resources more efficiently. Works with accountants and departmental budget managers to train in the use of the budget planning and reporting software and to facilitate budget management, as required by the rules that govern fund accounting. As standardized reporting and analysis will be centralized in the Budget Office, this position will be tasked with: meeting with our internal customers to determine their budgetary and reporting needs; work with the Senior Reporting and Financial Analyst to create and validate reports and confirm accuracy of the data. This position will also work closely with our Human Resources Department and be responsible for maintaining position control and position budgeting, verifying positions are approved by the Board of Trustees with related budget. Additionally, the incumbent will participate in establishing procedures and assisting with the Budget Prep and Financial Planning processes. This position will provide back up for the Budget Manager and Senior Reporting and Financial Analyst. The incumbent will work with the President's Cabinet, Executive Team, State Board of Education and various federal, state and county agencies and provide the Board of Trustees, Officers, and College department personnel with timely and accurate financial information and analysis. ESSENTIAL FUNCTIONS OF THE JOB - Preparing, coordinating, monitoring, and analyzing budgets for the initial budgeting process and on-going throughout the fiscal year. This includes creating, compiling and analyzing accounting and related system reports for accuracy and completeness. - Use of cost-benefit analyses to review financial requests, evaluate program tradeoffs, and determine if there are alternative funding methods. - Requires high standards of integrity and confidentiality. - Knowledge and understanding of position budgeting and position control. - Ensures the accuracy of information to make informed decisions and the ability to present metrics on trends, anomalies and projections. Identifies any gaps during analysis and provides explanations and recommendations for corrective actions. - Familiarity with financial software programs. - Excellent written and verbal communication skills are a must. The ability to convey financial information to non-financial users. - Develop and/or prepare monthly, quarterly, annual financial and ad hoc reports for internal and external customers, state and federal required reporting. - Assist in the budgeting process by working with Business Office Accountants and Budget Managers if assistance is needed in balancing their budget initiatives and communicating with the State Board of Education, if necessary, for questions pertaining to the College budget. - Identify and make recommendations for improving accounting and budget procedures, workflows, processes, and internal controls. - Ability to present financial data to internal and external organizations. - As needed, assist with the implementation of new processes or systems being released by the college. - Conveys by words and actions the values expected by CWI. - Other duties as assigned. MINIMUM QUALIFICATIONS - Bachelor's degree in Accounting, Finance or related field and 3 to 4 years' experience or equivalent education and/or experience. A minimum of three years' experience in the accounting field in higher education preferred. - The candidate must be flexible and willing to adapt to a rapidly changing environment. Prior work experience in the community college environment preferred. - A strong accounting background is required, including experience in budget development, account reconciliation, financial analysis, and experience assisting with year-end audit. - The candidate must be detail-oriented, have the ability to maintain composure under pressure and be able to prioritize multiple tasks. - Demonstrated analytical ability and strong organizational and communication skills are a must. - Must have a good understanding of Microsoft Office and a variety of financialinformation and reporting applications.
